Политическая поляризация, выборы 2016 г. в США и будущее американской демократии

Аннотация

В статье описаны истоки, характер и влияние политической поляризации на работу Конгресса США и в целом на американскую политику. Американская политика в XXI в. характеризуется партийной поляризацией рядовых граждан, активистов и выборных должностных лиц, и такая поляризация видится в качестве основной причины связанных с управлением страной проблем, особенно касаемо Конгресса. В избирательном цикле 2016 г. высказывающиеся крайне негативно друг о друге республиканцы и демократы идеологически разошлись больше, чем когда бы то ни было в недавней истории. Разрушительное воздействие партийной поляризации трудно переоценить. Она препятствует компромиссу, приводит к «политическому тупику», усиливает взаимное недоверие и в конечном счете мешает нормальной работе правительственных учреждений. Законотворчество, представительство, надзор, исполнение законов и разрешение юридических и конституционных споров требует от людей, могущих в ином случае не соглашаться между собой, найти общий язык, объединиться и служить интересам, выходящим за рамки их собственных. Неспособность пойти на компромисс приводит к тупиковой ситуации, нарушению нормальной работы и межпартийной «войне», которую мы видим в 2016 г. и которая, возможно, продлится и при новом составе Конгресса и новом президенте.
