Томас Спенс и его памфлет «Права человека»

Аннотация

Статья посвящена социально-политическому наследию английского радикала Томаса Спенса (1750–1814), оказавшего значительное влияние на развитие народного радикализма и рабочего движения в Англии со второй половины XVIII в. и до раннего чартизма. Политическая доктрина Спенса рассматривается на примере различных произведений мыслителя, но особое внимание уделяется его лекции, которая приобрела широкую известность под названием «Права человека». В ней впервые была изложена политическая программа Т. Спенса, которая сводилась к следующему тезису: поскольку естественное право предоставляет каждому равную возможность взять все то, что дает природа, тогда и земля должна быть общей собственностью людей, живущих на ней. Для реализации этого принципа Спенс предлагал передать всю земельную собственность в ведение приходов, которые должны были обеспечивать своих членов землей и справедливым распределением доходов от сдачи земли в аренду.
